Norfolk Pension Fund flags AI as new risk and faces staff vacancy pressure

The Norfolk Pension Fund has added artificial intelligence to its formal risk register for the first time, while three unfilled administration posts in its team have been rated a red-level risk. The committee also heard that Local Government Reorganisation plans being withdrawn from Norfolk had not yet been reflected in the fund's risk assessments.

The Norfolk Pension Fund has identified artificial intelligence as a newly recognised risk, adding it to the fund's formal risk register following guidance expected from the Pensions Regulator. The Director of the Norfolk Pension Fund told the committee that the Scheme Advisory Board's latest statement contained no significant new guidance but reaffirmed statutory governance duties.

Separately, the fund is dealing with three vacant posts within its administration team of around 24 staff. The committee was told the vacancies have been rated red on the risk register because of the time needed to recruit, train and develop new members of staff — raising concern among committee members about recruitment timescales.

The committee also discussed the impact of the Government's recent announcement withdrawing Local Government Reorganisation plans for Norfolk. Officers acknowledged the risk heat map had not yet been updated to reflect the change, and said the topic would be addressed later in the meeting under a dedicated agenda item.

On governance, the committee noted the appointment of Mr Robert Gould as Independent Chair of the Norfolk Pension Fund Pensions Oversight Board, replacing Mr Peter Baker who stepped down after six years of service. The committee recorded its thanks to Mr Baker for his contribution.

A refreshed communications policy for pension fund members is expected to be brought to the committee at its December 2026 meeting, with an emphasis on personalised digital communications.
