Norfolk council to lease park and ride sites to EV charging firm
Norfolk County Council has approved a 30-year lease on at least one of its underused park and ride sites to fast-charging company Fastned. Cabinet agreed the deal after being told all park and ride sites in Norfolk are under-utilised, turning them into a revenue opportunity.
Norfolk County Council has signed off a 30-year lease on park and ride land to electric vehicle charging company Fastned UK Limited, as part of a broader effort to generate income from underused council property.
The Cabinet Member for Commercial Assets and Revenue Generation told the meeting that all park and ride sites across Norfolk are under-utilised, making them suitable candidates for commercial leasing. The deal with Fastned — a fast-charging network operator — was presented as a way to turn dormant assets into a revenue stream for the council.
The specific site or sites covered by the lease were not named in the publicly available minutes, with full financial terms kept in a confidential annex. Cabinet approved the arrangement at its meeting on 11 September 2026.
The decision was part of a wider package of property disposals agreed at the same meeting, which also included the sale of several vacant county farm buildings and small parcels of land left over from highways projects.
Councillors were told the alternative — retaining unused sites — would mean the council continuing to bear holding costs for assets that contribute nothing to service delivery.
The lease is subject to an agreement for lease, with any material changes to terms requiring sign-off from the Cabinet Member.
