Norwich Castle Keep final accounts still unresolved with £6.5m figure in play

The final account settlement for the Norwich Castle Keep renovation project remains unresolved more than a year after construction completed in summer 2025. A £6.5 million figure is being scrutinised, with the matter described as commercially sensitive.

The £34 million Norwich Castle: Gateway to Medieval England project completed in summer 2025, but its finances are not yet fully closed — and a £6.5 million figure remains under active scrutiny by Norfolk County Council.

The Director of Culture & Heritage, Steve Miller, told the Norfolk Joint Museums Committee on 24 July 2026 that the project was still in its "final account settlement stage", which he described as commercially sensitive. He confirmed the £6.5 million figure represented the County Council's own estimate of costs, not a contractor's claim.

Committee members pressed officers on whether contingency funding and inflation had been properly accounted for. The Assistant Head of Museums confirmed that National Lottery Heritage Fund money had been fully spent, and that the project had benefited from two separate funding uplifts from the lottery during its lifetime.

The unresolved final account sits alongside two live entries on the service's risk register — one flagging the risk of failing to deliver the project within its agreed budget, and another specifically focused on closing the final account within the agreed £34 million total.

Officers said all costs were being carefully scrutinised and that the figures in the report reflected the council's current position. No timeline was given for when the final account is expected to be settled.

The Norwich Castle Keep reopened to the public following the major renovation, which added new visitor spaces including the British Museum Partnership Gallery and Rooftop Battlements.
