Norfolk Museums warned Local Government Reorganisation could break up 50-year joint service

Councillors raised concerns that plans to create three new unitary authorities in Norfolk could fragment the county's jointly-run museum service. Officers acknowledged the risk and agreed to add Local Government Reorganisation to the formal risk register.

Members of the Norfolk Joint Museums Committee have raised the alarm that plans to reorganise Norfolk's councils into three unitary authorities could break apart a museum service that has operated as a single countywide body for around 50 years.

The warning came during discussion of the service's risk register at the committee's meeting on 24 July 2026. A member asked whether Local Government Reorganisation (LGR) should be formally recognised as a risk, citing concern that the museum service could become fragmented under the new structure.

Steve Miller, Director of Culture & Heritage and Head of Norfolk Museums Service, acknowledged the potential impact and confirmed that officers would look to add LGR to the risk register. He noted that the current joint model had worked effectively for around half a century, and said future decisions would ultimately rest with the shadow authorities and newly elected unitary councils.

Vice-Chair Cllr Robert Kybird urged district councillors on the committee to make sure their Cabinet Members responsible for LGR were made aware of the committee's preference for keeping the service together. Another member pointed to a position statement from the Norfolk and Suffolk Culture Board and suggested that district councils should consider signing up to it, as it makes the case for culture being protected through the reorganisation process.

Miller said the service would continue to demonstrate the value of a comprehensive countywide offer as the reorganisation process progresses. No timetable was given for when the LGR risk entry would be added to the register.
