Norfolk Council to Probe Spending After Overspend Concerns
Norfolk County Council's new administration has ordered a detailed review of all capital and revenue spending by the end of summer 2026. The review will examine overspends, wastage, and contract oversight failures inherited from the previous administration.
Norfolk County Council's new administration has commissioned an in-depth report into all council spending, due to be completed by the end of summer 2026.
The Leader of the Council told the July meeting that the report would cover capital and revenue expenditure and would specifically identify overspends, wastage, and cases where contracts had not been properly overseen.
The Leader said the administration was "determined to ensure overspends were eliminated and correct oversight of contracts was implemented," framing the review as a response to problems it says were inherited from the previous administration.
The announcement came alongside a separate council decision approving a net increase of £58.8 million to the capital programme, which included £28.2 million in external funding for highways projects — among them £19.4 million for the West Winch Bypass near King's Lynn and £6.7 million for the Hethel Roundabout.
Council also approved a new earmarked reserve of £3.15 million to help meet the council's SEND funding obligations, drawn from an underspend in the 2025-26 financial year.
The administration has not yet set out a timetable for publishing the findings of the spending review or confirmed how results will be reported to councillors and the public.
