Norfolk council to scrutinise Anglian Water and review pothole fund changes

Norfolk's Infrastructure and Development Select Committee has agreed to add scrutiny of Anglian Water services and a review of Local Member Fund pothole spending to its forward work programme. The decisions set the committee's agenda for coming months as it looks to hold water services to account and assess whether redirected funding is delivering results.

Norfolk County Council's Infrastructure and Development Select Committee has agreed to place scrutiny of Anglian Water services on its future agenda, alongside a review of changes to the Local Member Fund and how redirected money has affected pothole repairs across the county.

The committee made the decisions at its meeting on 9 July 2026, when members also held a work programming session immediately after the formal meeting to plan upcoming items in detail.

The move to scrutinise Anglian Water reflects growing interest among councillors in the performance of water services in the region. The committee did not set a specific date for the scrutiny session, but it will form part of the body's work plan for the coming months.

The Local Member Fund review will examine the outcomes of a decision to redirect funding — previously allocated to councillors for local schemes — towards pothole repairs and preventative road maintenance. Members raised concerns during the meeting that abolishing the fund could limit support for local safety schemes and feasibility studies, with one councillor noting that only two of more than 300 schemes delivered last year had involved external funding bids.

Officers confirmed that schemes already under way would proceed if they could be completed within the current financial year. They also agreed to provide an update on the number of outstanding Local Member Fund schemes still to be delivered.

The committee additionally asked officers to consider publishing a monthly pothole snapshot on the council's website, showing reported, completed and outstanding cases, to improve public transparency around highway repairs.
