Norfolk Pension Fund's Oversight Board chair steps down after six years

Brian Wigg has stepped down as Independent Chair of Norfolk Pension Fund's Pensions Oversight Board after six years in the role. The committee has delegated authority to begin recruiting a replacement.

Brian Wigg has left his position as Independent Chair of the Norfolk Pension Fund's Pensions Oversight Board (POB), a body responsible for scrutinising how the fund — which manages retirement savings for thousands of Norfolk council workers — is run.

The committee formally noted his departure at its meeting on 23 June 2026 and passed thanks for his six years of service. Vice Chair Cllr Brian Watkins spoke on behalf of the committee to wish Mr Wigg well.

To fill the vacancy, the committee agreed to delegate authority to the Director of the Norfolk Pension Fund, Glenn Cossey, working in consultation with committee Chair Cllr Peter Lawrence, to make arrangements for recruiting a new Independent Chair.

The Pensions Oversight Board plays a key governance role within the Local Government Pension Scheme (LGPS), providing independent oversight of how the fund is administered and helping to ensure it is managed in the interests of its members and employers.

The departure comes at a significant moment for the fund, which is preparing for wide-ranging changes under central government's local government reform agenda. Among the tasks facing the new chair will be overseeing a communications strategy refresh — a statutory requirement for all LGPS funds — aimed at improving engagement with scheme members and employers across Norfolk.
