Norfolk County Council voted 60-0 to demand a full investigation into two cycle lane schemes in the Great Yarmouth area that have drawn complaints from residents, businesses and road users.

The schemes in question are the Middleton Road/Church Lane cycle lane in Gorleston and the Jellicoe Road cycle lane in Great Yarmouth. Both were delivered under the previous administration.

Councillors voted to ask the Cabinet Member for Highways to produce a full report covering the total cost of both schemes, what external or ring-fenced grant funding was used, and whether any conditions or clawback clauses are attached to that funding.

The review will also examine whether the council has flexibility to alter or remove elements of the schemes if safety or access problems are identified — and what financial penalties, if any, might apply.

A separate post-implementation review is requested, covering road safety, traffic flow, accessibility for disabled people, and the impact on emergency and delivery vehicles.

The motion noted concerns that the schemes were approved during a period of significant financial pressure on the council's frontline services. Councillors also asked whether future transport schemes will face stronger value-for-money checks and more meaningful public consultation before being approved.

With 14 abstentions and no votes against, the motion passed with unusually broad cross-party support.
