Major Norfolk infrastructure projects — including the West Winch Bypass and West Lynn Ferry — could face delays once government oversight kicks in during the council reorganisation process, members of the Strategic and Corporate Select Committee heard on 22 April.

From May 2027, when shadow unitary authorities are established, a Section 24 direction will require existing councils to seek approval from the shadow authorities before making financial commitments or disposing of assets above a certain value threshold.

Officers moved to reassure the committee that the direction would not amount to a blanket spending freeze. No government instruction would prohibit spending outright, they said, and there would be no effect on day-to-day service delivery during the period.

However, councillors remained concerned that local projects in specific parts of Norfolk could be deprioritised once the three new unitary authorities take shape. Officers acknowledged those risks had already been flagged to the Ministry of Housing, Communities and Local Government in the original business case for a single unitary authority, and would need to be monitored going forward.

The Section 24 mechanism is a standard part of local government reorganisation across England, designed to prevent outgoing councils from making long-term commitments that could bind incoming authorities. Norfolk is due to reach Vesting Day — when the new councils formally take over — in April 2028.

The West Winch Bypass, a long-planned road scheme near King's Lynn, and the West Lynn Ferry have both been cited as infrastructure priorities for the area. No decisions on either project were taken at the meeting.
