Norfolk council's performance scorecard shows mixed picture amid winter strain
Norfolk County Council reviewed 38 key performance indicators at its April cabinet meeting, with 58% of measures holding steady during winter. Bright spots included Children's Services reaching 100% effective practice and improved pothole repair times, while Adult Social Care indicators are being overhauled as part of a wider transformation.
Norfolk County Council's latest performance scorecard, covering the third quarter of 2025-26, shows the majority of its 38 tracked measures stayed flat — a pattern officers attributed largely to seasonal winter pressures.
Standout improvements included Children's Services hitting 100% on its effective practice measure, an 11% jump in targeted business fire safety inspections, and a 3% rise in new employee retention across the council.
Cabinet Member for Highways Cllr Graham Plant told colleagues the quickest way for residents to get potholes fixed was through the council's online reporting portal, where inspections are then scheduled promptly. He also flagged that recovery of the Beryl Bikes and e-scooter scheme was ongoing following a period of vandalism.
Museum visits outside the peak tourist season were also up, with cabinet members linking the boost to the reopening of Norwich Castle.
In Adult Social Care, Cabinet Member Cllr Alison Thomas said a number of indicators were being replaced as part of the service's ongoing Transformation Programme. She highlighted significant progress in reducing short-term residential placements, helping more people regain independence rather than moving into long-term care.
On Children's Services, cabinet heard that around 18,600 children are transported to school every day — one of the largest operations of its kind — and that home-to-school transport is forecast to come in £1.9 million under budget this year.
Cabinet agreed 30 specific corrective actions for areas where performance needs to improve, with progress monitored by the council's Executive Leadership Team.
